The first time in history this was done was during the American Revolution, by American troops in a desperate situation. If they hadn’t, the war would likely have been lost. The next time this was done was during the U.S. Civil War, again by the Yankees.
Fast forward to the modern day and the war on terror. The only people we target any more are their leaders.
